Amid a partial COVID-19 lockdown in Jakarta and pandemic protocols in the United States, Voa and RRI Broadcasting executives each attended the virtual event from their respective offices and homes. Acting director of VOA programs, John Lippman, was the most senior VOA official present, recalling in his remarks his visit to Jakarta in 2019, when the heads of the two broadcasting agencies stressed that the exchange of information will help improve understanding between the two countries. This report aims to provide users with information and assurance that VOA property attribute data is monitored and adapted to the production of statistical results. This report is part of an ongoing dialogue with voA to understand and address the limitations of data collected by voA for statistical purposes. The Supreme Court of the European Union (EU) has annulled a data exchange agreement between the EU and the United States. VOA retains final approval for editorial content. The agreement requires that all content used by VOA on its broadcast and digital platforms comply with VOA`s editorial guidelines and best practices. The Court said that in cases where there are data protection concerns, EU officials should review the transfer of information and, if necessary, block it. This means that EU officials could, for example, prevent Facebook from transferring more European data to the US. Our research linked AVV data to 2011 Census responses and found high coverage, low levels of missing variables, and good agreement with census and survey data (see Section 7). We also found that the probability of missing values for the number of VOA rooms can be predicted by census budget response values (see Section 8).
The absence occurs either because of an error linking the VOA data to the census or because of missing values in the VOA data. VOA`s Indonesian department chief, Ade Astuti Kidwell, said the collaboration on radio programs and on Indonesian streaming site RRI Net, available on OTT, began before the deal was officially signed. Some of VOA Indonesian`s initial reports included live reporting during the 2020 U.S. presidential campaign. The floor area and the type of property are particularly important in the valuation of properties and the allocation of the housing tax range, more than the number of rooms. However, every effort is made to ensure the accuracy of all attribute data, and several sources of information are used to do so. Outliers and errors are reported and approved by managers before changes are made to the evaluation list. Any errors found will be corrected. Once processed, the information is sent back to the billing authorities to verify that the new entry in the evaluation list matches the information it contains. In principle, VOA checks the attributes of the property (including the variable number of rooms) when new information is revealed, and an improvement indicator is added when a change has occurred.
When the amendment divides the property, merges real estate, new construction or a change in use (i.e. in non-residential properties), property attribute data is updated without a sale taking place. For other changes, the property attribute data is not updated until the case is resolved. This is triggered by the notification that the property has been sold. If these changes change the ranking of the municipal tax, this change will also be implemented after the sale. There is trust in billing authorities to provide information or trigger an investigation into a property. Some billing agencies may receive the information more through inspection than others. The ONS analysis, which compared voA and 2011 census data on property type, found that correspondence in local authority varied, but was still above 69%. It was found that local authorities with the lowest approval rates operate in rural areas. These areas probably contain a greater proportion of larger properties. More detailed information on data strategy, policies and principles is available. Companies use legal methods called standard contractual clauses, which require companies to comply with EU data protection rules when transmitting messages, images and other information. Clauses – which are conditions – are used to ensure compliance with EU rules when data leaves the European Union. VOA publishes statistics on the stock of properties based on the board`s tax band and attributes such as property type and age. It also publishes statistics on challenges and changes in the field of municipal taxation. These statistics are based on information stored in the central VOA database, which is the source of the data provided to the ONS. Each VOA statistics publication contains methodological and quality information in the General Information section. VOA searched for missing and/or incompatible codes. In the latter case, exceptions have been created to include incompatible information, i.e. multi-storey bungalows and apartments coded as semi-detached houses. If incompatible code is detected while the staff is performing work, the codes are changed.
Voice of America`s Indonesian voice service and the Indonesian state broadcaster signed a formal agreement on July 7 to provide each other with information and informational content, as well as radio broadcasts and web content. However, there is no regular review of property data without dispute or new property information found by the accounting authority or a VOA list agent. Changes to the property can be made without triggers, e.B. owners can change internal partitions without a building permit or illegally make structural changes to their property without a building permit. The Court of Justice of the European Union has ruled that these clauses are generally still valid. However, the Privacy Shield agreement on data transfers has been repealed because the U.S. government may request personal information for national security reasons. As part of the memorandum, VOA will also provide training and information on best practices in news reporting and broadcast journalism, as well as journalists and RRI executives for visits and scholarships in Washington, D.C. .
